This is in accordance to Article VI, Section 27 (1) of the Constitution wherein Bills passed by both House of Representatives and Senate shall be transmitted to the President for approval or veto and a bill may become a law, even without the President's signature, if the President does not sign a bill within 30 days from receipt in his office.
